治理是各國政府行政與管理的焦點，對於歐盟治理的研究則發展出多層次治 理的理論，以探討歐盟決策運作過程中各層次參與者的互動與交互影響。本 課程介紹歐盟主要會員國政府組織與行政決策，論述歐盟多層次治理的決策 模式與特性，進而運用多層次治理的理論，分析歐盟各項重要政策擬定過程 中各層次行為者的互動與角力。授課方式為教材講授、多媒體觀賞及報告討 論，期末須繳交書面報告。
